11.   A report by a commission set up by President Boris Yeltsin reveals the extent of dumping of nuclear materials at sea by Russia and the former Soviet Union.

12.   The report also give details of the dumping at sea of nuclear materials, both accidentally and deliberately, by the Soviet and Russian navies.

13.   Although the treaty covers only plutonium for civilian use, its disclosure will be a step forward in the treaty on international control of nuclear materials.

14.   American officials have been concerned that if left in Georgia, the nuclear material could fall into the hands of Chechen gangs, Iran or other aspiring nuclear powers.

15.   American specialists have installed a security system at the Georgia reactor, but officials say the only long-term solution is to remove the nuclear material.

16.   And finally, I would expect they will discuss, as the President did in his speech today, the issue of the safety of nuclear materials.

17.   And they fear the emergence of black markets in nuclear material that the Soviet republics never looked after their empire broke up.

18.   Another statement issued by the White House concerned American efforts to help Russia improve security for its nuclear material and to dismantle nuclear warheads.

19.   At a meeting on the subject last April in Moscow, Western leaders and President Boris Yeltsin pledged to work together to stem trafficking in nuclear materials.
