11.   FOUR new participants to the International Association of Traffic and Safety Science Forum held in Suzuka, Mie Prefecture, Japan left for Nagoya last Wednesday morning.

12.   It now appears that the council will be expanded to give these new participants a say.

13.   The higher reimbursement for health maintenance organizations is intended to help keep HMOs in the federal insurance program for the elderly and disabled, and attract new participants.

14.   The new participants included African and Russian producers and Israeli and Indian cutters and polishers.

15.   This, the statement said, should create a more attractive investing environment which may draw new participants.

16.   But insiders say the list of new participants has still not been finally settled.

17.   Final agreement has now been reached on the precise list of new participants, the amounts to be contributed by each and associated technical questions, European officials said.

18.   Senior officials will consult to determine whether a consensus exists for admission of new participants, but actual decisions will be taken by the ministers.
