11.   The corporation, set up by the government and Japanese banks, guarantee deposits at member institutions.

12.   The ministry has pledged to guarantee all deposits at Japanese thrifts, even if it is necessary to use taxpayer money.

13.   The plan will help guarantee bank deposits, pay for cleanups of failed banks and provide capital to banks hobbled by bad debts.
