11.   If the resolution fails, the Senate would then turn to a censure proposal, an alternative that is already being hotly disputed.

12.   In the same vein, California Senator Dianne Feinstein is crafting a censure proposal, which would be voted on after the final votes on the articles of impeachment.

13.   Lott and Gramm said senators should vote on whether Clinton should be removed before formally considering any censure proposal.

14.   Opponents of the censure proposal could argue that standard House procedures dictate a measure that fails to pass the committee should not be considered by the full House.

15.   Rep. Tom DeLay of Sugar Land, the Republican whip, also denounced censure proposals.

16.   Reps. Peter King and Amo Houghton, both of New York, said they had written a censure proposal they hoped to submit on Thursday.

17.   Republicans immediately challenged whether the censure proposal was relevant, or germane, to the underlying impeachment issue.

18.   Several committee Democrats, while conceding the GOP majority on the panel will prevail on at least one count of the impeachment resolution, focused on the censure proposal.

19.   Sen. Byron Dorgan, D-N.D., said the majority of Democrats have supported the censure proposal from the start.

20.   Those options should include a tough censure proposal, which would impose a fine and block any pardon.
