11.   The bill initially barred the placement of U.S. troops under NATO commanders.

12.   The bill would bar auditors from performing consulting work for their clients, including work on internal audits, bookkeeping and appraisals.

13.   The bill also would bar entry into the United States to any foreign business executive who buys property in Cuba that was confiscated from Americans.

14.   The bill would also bar fund-raising by foreign groups designed by the secretary of state to be terroristic organizations.

15.   The bill would also bar juveniles with serious criminal records from possessing guns for life.

16.   The bill would bar lawyers from recruiting plaintiffs and paying them extra to bring a lawsuit.

17.   The bill also bars federal candidates and office holders from raising soft money for state parties, but does not stop the parties from accepting or raising soft money.

18.   The bill would also bar federal recognition of same-sex unions in such areas as immigration law and entitlement programs.
