11.   Egyptian President Hosni Mubarak has approved the formation of a new government, Prime Minister Kamal al-Ganzuri announced late Wednesday.

12.   The upper chamber, or Council of States, unanimously approved the formation of a commission, following a decision by lower house deputies at the beginning of September.
