1. Looting was certainly widespread, but a major part of it appeared to be organized by the Iraqi government. 2. The Iraqi government responded by threatening to refuse future inspections of its nuclear-energy plants as required by IAEA statutes. 3. Relations between Iraq and Iran deteriorated seriously during March as the Iraqi government accused the Iranians of supporting the southern rebellion. 4. The US change of policy followed international pressure for the creation of safe havens to protect the Kurds from further attacks by the Iraqi government. 5. When Iraqi Kurdish civilians were among those killed during the operations there were protests from the Iraqi government, the two Iraqi Kurdish organizations and also the German government. 6. The Turkish army was said by the Iraqi government and by some media reports to have used napalm. 7. He said that an existing legislative assembly of Kurdistan still enjoyed the recognition of the Iraqi government as the representative body of Iraqi Kurds. 8. The Iraqi government however, simultaneously stepped up its public denunciation of alleged Western and Iranian plans to dismember Iraq. 9. The Iraqi government meanwhile offered to re-open talks on a new agreement to enable UN relief workers to supply essential food and medicines to northern Iraq. 10. The Iraqi government announced that it would respond to this aggression... in the appropriate manner at the appropriate time. |
