1.   If necessary, he suggested, a full commission of inquiry would be established.

2.   An FCC spokeswoman would not comment on the audit, saying it is confidential until the full commission votes to make it public.

3.   Any initial appeal has to be made to the full commission, which then asks for briefs and oral arguments from both sides and rules on the appeal.

4.   Any proposal that is recommended by the commission must go to the Planning Commission for consideration and then back to the full commission for final action.
