1.   After all, broadcasters use a public resource, the airwaves, to operate for the interest, convenience and necessity of all Americans.

2.   Broadcasters also may use the new spectrum to broadcast newspapers and advertisements to televisions of the future, and to offer such services as paging.

8.   Microsoft Corp. won Federal Communications Commission approval for a system to let TV broadcasters use their licenses and regular transmission signal to transmit digital data.

9.   Others, including the consumer advocacy group Media Access Project, say the broadcasters are using a public resource and the rules should therefore stay in place.
