1.   Beating six other strong entrants, a consortium backed by the media giant Time Warner Inc. won the license Monday to build a new television network here.

2.   Both have formed joint ventures which have either won licenses from municipal governments or have started up without them.

3.   A deal appeared probable a year ago when SK Telecom won a new license for advanced digital cellular services.

9.   However, building the necessary networks of relay antennas, base stations and switching equipment is expected to be very costly for the companies that win the licenses.
