1.   Conservative propagandists have sold taxpayers on the notion that welfare recipients are ingrates dependent on wasteful programs perpetuating idleness.

2.   He also promised to direct federal spending away from wasteful programs and toward future-looking investments in training people.

3.   Koch was elected mayor by running deliberately against traditional liberalism, identifying himself with the death penalty and against what he described as wasteful social programs.

4.   To close it he will have to prune spending ruthlessly, slashing not only wasteful programs but desirable ones as well.
