1.   International election monitors later confirmed severe irregularities, including stuffing ballot boxes, tampering with voter registers and intimidating election officials.

2.   The Organization for Security and Cooperation in Europe said voter registers, individual ballots and vote counts all were altered.

3.   Voter registers were not up to standard, with many cases of ballots exceeding registered voters, their statement said.

4.   The organization said in a statement that the elections were marred by widespread irregularities that included altering voter registers and fixing the number of votes.
