1.   Authorities in Belgrade, the capital of Yugoslavia, appeared to ignore repeated requests by the European organization to allow the unarmed monitors to go.

2.   A draft of a military annex to the proposed peace agreement ascribes much greater powers to an international group of unarmed monitors than NATO military experts want.
