1.   Both countries have been implicated in fostering terrorism, and Libya has refused to surrender two suspects in the Pan Am bombing.

2.   On Friday, the Libyan-controlled news agency JANA said the decision to surrender the suspects could not be made by Khadafy, but by the Libyan parliament.

3.   Pakistan has no formal extradition treaty with the United States but has surrendered suspects in the past.

4.   As permanent members of the Security Council, both the United States and Britain could veto any resolution to lift the sanctions against Libya short of surrendering the suspects.

5.   But despite a series of high-profile indictments, the tribunal was unable to get signatories to the Dayton accord to agree to surrender war crimes suspects.

6.   But Serb authorities refuse to surrender indicted suspects to the court, claiming it is biased against them.

7.   But the reconstituted Hutu military forces in exile appear as unlikely to surrender war crimes suspects as Serbia and the Bosnian Serbs.

8.   But the Serbs have rejected Tribunal authority and refused to surrender suspects, making it unlikely the court will get its hands on any big names.

9.   Gadhafi has been reluctant to surrender the suspects, seeking guarrantees over their imprisonment, if they are convicted, and over the lifting of sanctions.

10.   However, rather than intervening directly, the court should ask the Security Council to pressure the country to either prosecute or surrender the suspects.
