1.   Kennedy and other opponents of habeas corpus reform made a last-minute appeal to have the provision stripped from the bill.

2.   Because the differing provisions cannot be stripped out of the bills, it is possible that both could be approved.

3.   A coalition of Democrats and moderate Republicans, headed by Malden Democrat Edward J. Markey and New York Republican Sherwood Boehlert, prepared an amendment to strip that provision.

4.   Democrats led by Sen. Edward Kennedy of Massachusetts failed to strip the provision from the bill today.

5.   Even so, they failed to strip the provision from the bill.

6.   In negotiations, Republicans and Democrats on the conference committee stripped two provisions from the legislation.

7.   Sen. Charles Schumer, D- N.Y., has an amendment to strip the provision from the energy bill, but it is unlikely to pass.

8.   The administration has warned that Clinton would veto the spending bill if the national testing provision was stripped from it.

9.   The decision to strip the provision from the package was taken by a voice vote.
