1.   California had a large immigrant population, like New York, and failed to staff its program sufficiently in the beginning, which caused problems.

2.   In addition to working with retailers, Maxwell oversees promotional and staff training programs with restaurants such as Red Lobster and Olive Garden and hotels including Hyatt.

3.   One major dilemma is who should staff the programs.

4.   Orthodox day schools, summer camps and youth programs are disproportionately staffed by haredi educators who choose that calling over secular professions.

5.   The National Park Service runs the place, but many local volunteers staff the programs.
