1.   Clinton has vetoed legislation that would ban the practice in which a fetus is partially extracted and its skull collapsed in the birth canal.

2.   In the procedure the fetus is partly delivered and its skull collapsed to enable it to pass through the birth canal.

3.   The brains are then suctioned out and the skull collapsed.

4.   The skull is then punctured and the brain suctioned out, causing the skull to collapse and easing passage through the birth canal.
