1.   Once again it was asserted that urban problems resulted from too little private investment and their resolution required an extension of privatism.

2.   Any resolution will require constitutional changes and referendums in both Serbia and Montenegro, the two remaining republics in Yugoslavia.

3.   A competing resolution would require all clergy to abstain from sexual relations outside marriage.
