1.   Congress enacted the ban out of concern that television and radio were particularly powerful media by which tobacco companies could recruit new smokers, especially children.

2.   Even as the tobacco industry recruits new smokers, it is calling on the states to spend some of the settlement money on tobacco control.

3.   If movies could not recruit smokers, tobacco executives would not have risked public censure.

4.   To replace those who die, the tobacco industry needs to recruit smokers around the world.
