1.   The report lists J.C. Penney Co. and Talbots Inc. as repeat violators, previously told they had purchased garments made by exploited workers.

2.   The statement, without making any mention of Montgomery Ward, said the company did not have knowledge that it had purchased garments made under sweatshop conditions.

3.   Water- and stain-repellent products should be applied immediately after purchasing a garment.

4.   When purchasing new garments, parents should look for apparel with alternative closures, such as snaps or velcro, the commission said.
