7.   Bush, not unreasonably, has had his element of surprise in not shopping the plan through the government before it was announced.

8.   But Democrats believe it would be almost impossible for Republicans to build up enough public pressure to force a Republican plan through a Congress controlled by Democrats.

9.   But getting a plan through the Senate Budget Committee may be impossible.

10.   But even aside from the sheer difficulty of steering such an expansive plan through the Legislature, there are other hurdles.
