1.   They want to get the plan through Congress as quickly as possible.

2.   And even with state government support, Giuliani would still have to push plans through an already restive Democratic-controlled City Council.

3.   And the current ruling coalition is too unstable to push major spending or tax cut plans through the powerful bureaucracy.

4.   As recently as last week, Bush said he inteded to push a senior prescription drug plan through Congress.

5.   Bush may be able to push his plan through the narrowly divided Congress simply by demanding Republican unity.

6.   Bush met at the White House Friday morning with ten lawmakers who are expected to help shepherd the plan through Congress.

7.   Bush, not unreasonably, has had his element of surprise in not shopping the plan through the government before it was announced.

8.   But Democrats believe it would be almost impossible for Republicans to build up enough public pressure to force a Republican plan through a Congress controlled by Democrats.

9.   But getting a plan through the Senate Budget Committee may be impossible.

10.   But even aside from the sheer difficulty of steering such an expansive plan through the Legislature, there are other hurdles.
