1.   He held the post of special adviser to the Communist party central committee, and appeared at ceremonial occasions.

2.   He was responsible to the Politburo, the main party committee which Decided all major issues of policy.

3.   Although reformist communists made up the bulk of members of these groupings, they refused the whip of the local party committee.

4.   He was apparently replaced by Ros Chhun, a party central committee member who was close to Chea Sim.

5.   An executive committee was elected, and all other party committees disbanded.

6.   No new members were elected to the party central committee.

7.   The PCC central committee secretariat -- which previously controlled ministries and other party committees -- were abolished to avoid bureaucratic duplication of work.
