1.   The pact envisages a premier designate, agreed to by consensus, who would establish an interim government of experts that would remain in power for one year.

2.   The pact on telecom envisages freeing telephone services from state monopolies, that are often found in Asia.

3.   The pact also envisaged the dismantling of rebel bases and autonomy for the north of the country.

4.   The pact had envisaged more devolution of powers to Tamil-dominated regional councils.
