1.   On the one hand, a message of change was needed in order to win new voters.

2.   Alongside the high-tech equipment sits a modest card table to register new voters and disseminate non-partisan voter guides, buttons, stickers and non-permanent tattoos.

9.   Both men have been frequent talk-show guests, seeking new voters among viewers for whom the shows are a prime source of political information.

10.   A poll in California last June, just before the law was implemented, indicated that the legislation would add slightly more Republicans than Democrats as new voters.
