1.   An international force, including Israelis, would be stationed along the Jordan River to monitor border crossings into the Palestinian state.

2.   Washington intends that the troops only monitor border crossings, which means noting what crosses the border and reporting the traffic to headquarters.

3.   Egyptian police monitored their crossing of the border in May, carried out surveillance and arrested them in August.

4.   The group that monitors crossings, the Channel Swimming Association, said at its annual convention that it was acting on grounds of health and safety.
