1.   York said that reconstituted tobacco is made by separating water-soluble elements, including nicotine, from the tobacco plant material.

2.   Research at the Brookhaven National Laboratory in New York has found that certain mood-altering drugs - including nicotine - trigger dopamine the same way.

3.   The Food and Drug Administration would oversee cigarettes and smokeless tobacco, including nicotine, which the agency could reduce and ultimately eliminate.
