1.   Ladlad was arrested before the immunity guarantee was officially lifted, but the military says that carrying illegal firearms was never covered under the immunity plan.

2.   The rebels claimed that Llamas was on their negotiating panel and was covered by an immunity guarantee agreed to by the government.

3.   The rebels also said the government rejected their demand to grant their own safety and immunity guarantees for Front negotiators, consultants and staffers.

4.   Top government negotiator Howard Dee said the captured leader, regional party chief Sotero Llamas, is not covered by an immunity guarantee signed by the two sides.

5.   He added that the immunity guarantee was not yet in effect when he was arrested.

6.   If they agree on the safety and immunity guarantees, both sides will now set the agenda and a date for the talks, he added.
