1.   But even they conceded that the maintenance workers did not know how to handle the generators.

2.   Investigators asked four airlines how they handled oxygen generators, and the other two said they did not ship them by air.

3.   The National Transportation Safety Board reportedly will blame ValuJet and SabreTech Corp., the subcontractor that handled oxygen generators shipped improperly as cargo on the flight.

4.   Valujet claims that Sabretech made errors in handling the generators.

5.   But investigators are still interviewing everybody who handled the generators to determine if they were in fact empty and therefore posed little hazard.
