1.   Basically, the bill would freeze all grazing permits at their artifically low level.

2.   - Prohibit the BLM from including terms and conditions in grazing permits to protect wildlife habitat, riparian areas, archaeological sites or other scenic and recreational areas.

3.   About one-third of Arizona is federal land used for livestock production under grazing permits from either the BLM or the U.S. Forest Service.

4.   But a federal appeals court upheld Babbitt on all but the question of whether non-ranchers can hold grazing permits.

5.   If a rancher cannot treat his grazing permits as property, then neither can a bank.

6.   Many environmental groups have complained that cattle harm fragile Western lands by overgrazing and trampling stream banks, and have sought to limit grazing permits in national forests.

8.   Some ranchers in New Mexico, Utah, Colorado, Wyoming and Montana hold USFS grazing permits on public-land acreage that far exceeds their private property base.

9.   The Forest Service must now conduct an environmental analysis before a grazing permit can be reissued.

10.   The lawsuit claimed that grazing permits were a right and title.
