1. Although the government aims to encourage private enterprise, around one third of the economy will remain under state control, for the time being. 2. Governments should aim to make their policy instruments as predictable as possible soas to minimize confusion and hence undesirable fluctuations in output. 3. The government should aim principally to remove barriers between people and economic opportunity. 4. In the first instance the government was aiming to foster a private sector in small and medium-sized enterprises. 5. The government aimed to reduce further its direct role in productive activity and to continue the liberalization of the foreign trade system. 6. Mr Myasnikovich said the government aimed to carry out price liberalisation, privatisation and structural transformation of the economy to reduce dependence on Russian oil. 7. Both governments aimed to reduce their deficits, as well as social security and health care costs, while ensuring there is consultation with employers and unions. 8. By bringing them to market, the government aims, not only to earn needed cash, but to stimulate the economy by fomenting competition. |
