Nor would the North need to complete its new graphite reactor, a threat because it would generate plutonium once it is up and running. 4. The reprocessing plant at Sellafield generates plutonium from nuclear waste, a key ingredient in atomic weapons. 5. Yet vastly more plutonium is generated as spent nuclear fuel in civilian power plants. 6. A research facility, however, would be a threat because it might generate plutonium of weapons-grade quality. 7.
