1.   Babbitt hopes to issue a final ruling on the Indian gaming regulations in November.

2.   In the end, that decision will be made by courts and legislatures working through byzantine federal laws layered onto complicated state gaming regulations.

3.   The Missouri attorney general is suggesting legislation to establish a separate body from the Missouri Gaming Commission to enforce gaming regulations.

4.   The whole issue could be rendered moot if legislation to beef up state gaming regulation backed by Lungren is passed by state Legislators this summer.
