1.   Acting alone among German authorities, the conservative southern state of Bavaria Wednesday became the first to embark on a threatened forcible expulsion of Bosnian war refugees.

2.   There were no complaints that more than three weeks of NATO airstrikes had failed to stop the forcible expulsion campaign of Yugoslav President Slobodan Milosevic.
