1. In order to overcome territorial differences, quotas may be established for individual regions, areas or salespeople. 2. Arizona cities would be barred from establishing racial quotas in public hiring unless voters gave their approval under a sweeping anti-affirmative-action bill facing lawmakers. 3. Much of the debate over that bill centered on whether it would force companies to establish rigid quotas. 4. The Brazilian Congress is considering a proposal that would establish quotas for black actors in television programs, movies, the theater and commercials. 5. The laws did not establish quotas or give numerical advantages to applicants from particular groups. 6.
