1.   Lamar Alexander, a former Washington Cabinet member, is an outsider who could go to Washington and dismiss the entrenched bureaucrats while revitalizing an inbred national legislature.

2.   Some people credit him with breathing life into the movement as he helped unionists nationwide fight against convoluted rules, entrenched bureaucrats and corrupt officials.

3.   Teacher unions, political partisans and entrenched bureaucrats likely will resist efforts to initiate accountability standards from the Bush administration.

4.   And his reform proposals are already meeting resistance from entrenched bureaucrats and the hard-line opposition that dominates parliament.
