1.   Administration officials are divided over whether the Aristide government is legally entitled to the documents, officials in Washington said on Monday.

2.   Graham, a former governor, said the federal government is not entitled to the money because the settlements came in response to state suits.

3.   The Clinton administration has taken the position that the federal government is entitled to a portion of the money under the Medicaid law.

4.   The federal government may be entitled to about half of the settlement money to reimburse Medicare spending for smoking related illnesses.

5.   Under federal immigration law, the government is entitled to much of the information it has sought.

6.   But Goh said the money will be returned because the government was not entitled to it.

7.   The court said that because the contract was legally binding, the British government was entitled to any profits, as allowed for in the contract.
