1.   For months, Indian officials have been talking about holding elections in Jammu-Kashmir state as in northern Punjab state where an elected government eventually ended militancy.

2.   The Congress won the balloting and launched a two-year police action to end the militancy.

3.   They said they were once rewarded with promotions and awards for ending the militancy, but were today being tried in court for their actions.

4.   The politician had made peace with the regional United Liberation Front of Assam separatists, offering them amnesty in a bid to end militancy in Assam.
