1.   He was in a position to issue forms authorizing green cards without going through the usual eligibility review.

2.   HRA spokeswoman Deborah Sproles said the city would accommodate the ruling by having the Division of AIDS Services conduct a more in-depth initial eligibility review.

3.   A spokeswoman for the administration of New York City Mayor Rudolph Giuliani said the eligibility verification reviews will continue, with some modifications.

4.   Under the review process, the city requires welfare recipients to apply for benefits in their home boroughs in addition to a separate appearance for the eligibility review.
