1.   An inter-agency group established about six weeks ago has scheduled training seminars throughout Texas, and state experts are available to help individual communities devise drought plans.

2.   If the drought management plan is triggered this summer, it would be the third time in four years.

3.   Texas is one of only three Western states with no formal drought plan.

4.   The drought plan carries no legal weight and is out of date in some respects, officials say.

5.   Delegates also expressed concern about sporadic rain fall this year, and urged the government to establish drought relief contingency plans.
