1.   Doctors can neither prescribe nor dispense marijuana.

2.   The measures would allow physicians, under defined conditions, to obtain and dispense marijuana as a palliative to their patients.

3.   The Oakland Cannabis Buyers Cooperative, established with the approval of city officials and local police, no longer dispenses medical marijuana.

4.   Justice Clarence Thomas wrote that the Oakland club could not defend its actions against federal drug laws by declaring it was dispensing marijuana to the medically needy.

5.   Those states have done little to change since the Supreme Court ruled federal law prohibits people from dispensing marijuana to the ill.
