1. The law and order lobby, in contrast, focuses on deterring the offender with ever harsher punishments. 2. They do not show that punishment has no deterrent effect on offenders, or that no offender is ever deterred. 3. Canon says there is an indication that repeat offenders have been deterred. 4. As in other offences, only tough punishments will deter would-be offenders. 5. Even after successful enforcement action, the punishment is insufficient to deter the offenders from repeating and to deter would-be offenders. 6. It is unlikely that moral suasion will deter these offenders from taking the fastest and cheapest method of land clearing. 7. Such intervention may deter would-be offenders and curb problems but even so, much depends on the enforcement machinery. 8. The law also requires employers or school heads to design their own measures to deter offenders. |
