1.   Although Louisiana and Mississippi also fall under the jurisdiction of the appeals court that issued the Hopwood ruling, those states are following previous desegregation orders.

2.   And while the desegregation order has achieved integration in schools, it has failed to keep classrooms from becoming segregated.

3.   A federal court had lifted the desegregation order and federal oversight of Kansas City Schools, but that was overturned Tuesday.

4.   Across the country, cities under federal desegregation orders have sued to be released from them.

5.   But now school officials are saying the pending desegregation order may prompt them to move students from Lincoln High School to cross-town rival Thomas Jefferson High School.

6.   For the past decade, the high court has been issuing opinions making it easier for school districts to get out from under their decades-old desegregation orders.

7.   He also said it is unrealistic to expect the district to be released from the desegregation order.

8.   In the case of Missouri v. Jenkins, the high court invalidated a desegregation order imposed on the Kansas City school system.

9.   It attributes the trend to court decisions limiting and reversing desegregation orders, a decline in federal support for desegregation, enduring housing segregation and demographic shifts.

10.   It is becoming a pressing issue, as the desegregation orders imposed by the courts decades ago are lifted in more and more areas.
