1.   It involved a state deposit corporation engineered by lawmakers and other henchmen of the late Houston real-estate magnate Frank Sharp.

2.   A banker from a German bank said that, to be more efficient, the deposit insurance corporation should be owned by the private sector.

3.   Instead, it should be transformed to a deposit insurance corporation in charge of guaranteeing minimum public deposits in case banks become insolvent.
