1.   SDLP and Alliance delegations both had talks with the Stormont security chief yesterday.

6.   But at workshops Tuesday and Wednesday, many delegations had difficulty coming up with ways to measure success.

7.   But Box said the South Alabama delegation has the moral high ground on retaining the funds for the proposed Amtrak service.

8.   Confronted by these endlessly shifting maneuvers, the U.S. delegation had a moment of exhausted despair Monday morning, a participant in the talks said.

9.   Delegations will have to work together in a spirit of cooperation to achieve this important goal.

10.   Each state delegation would have one vote, and a majority of states would be needed to win.
