1.   Around the country, blacks will be viewed suspiciously when juries are chosen to decide cases involving white victims, minority advocates said.

2.   Under Federal legal precedents, a tribal court sitting on a reservation generally does not have the power to decide amatter involving non-Indians.

3.   With more and more cases involving complicated scientific or technical questions, the opinions of expert witnesses can sway juries deciding issues involving millions of dollars in claims.

4.   In its decision Friday, the full commission overruled an earlier ruling by its second division that the proper venue to decide cases involving citizenship was the Supreme Court.
