1.   The opposition coalition criticized the tax-free zones as exploiting women textile workers and as creating dependence on foreign countries.

2.   Both for financial reasons and because some fear that it creates undue dependence on a single cash source, some have suggested that Washington reduce its dues share.

3.   They not only create dependence among users but also elicit a high degree of tolerance, the need for more and more of a drug to satisfy a craving.
