1.   An election commission must still certify the winners as untainted by fraud.

5.   The U.N. sanctions are not to be lifted until a special U.N. commission certifies that Iraq has eliminated its weapons of mass destruction.

6.   The U.N. Security Council has said the sanctions against Iraq will not be lifted until the commission certifies that nuclear, chemical and biological weaponry has been eliminated.

7.   Until the commission certifies that Iraq is free of illegal weapons, the Security Council will not lift economic sanctions.
