1.   Bankers and industrialists adopted the creed that commerce should go hand in hand with public good works.

2.   In addition to the commerce already going on, about a dozen artists have opened studios in an area warehouse owned by Phoenix Opportunities Industrialization Center.

3.   Many governors oppose a ban for fear that as more and more commerce goes online the shift could drain state coffers of sales tax revenues.

4.   Still, commerce went on as usual later on in the day.

5.   Yet, there are apparently limits to where odd-hours commerce can go.
