1. Hand luggage and checked bags must go through Customs. 2. Although Mineta singled out searching all checked bags by hand or with dogs as too labor-intensive, the law allows alternatives. 3. Among those getting around, the question of how to pack and what to take is more complicated than putting their sharp objects in checked bags. 4. A TWA spokesman, Mark Abels, said the airline had made sure that every checked bag in the cargo hold belonged to someone on board. 5. Congress should also insist that all checked bags on domestic flights be matched to passengers, as is already done on international flights. 10.
