1.   It used capacity charges to directly recoup costs of building plant, and then it sold electricity by the kilowatt hour.

2.   Capacity charges include Capacity Financial Rate and Fixed Operating Rate.

3.   Seventy per cent of the capacity charge can be adjusted monthly in accordance to the changing exchange rate.

4.   The purchase price was arrived at after combining the capacity charge and energy charge.
